Recommendations for Post-Quantum TLS Migration

The transition from classical to post-quantum cryptography (PQC) in TLS requires decisions in two distinct areas: key exchange (protecting session confidentiality) and authentication (verifying identity via X.509 certificates). These two areas have different deployment characteristics, different maturity of the associated standards, and different risk profiles. They should be planned and evaluated separately.

IETF Blog: Post-Quantum Authentication: Up Next

Post-quantum key establishment has moved from standards into deployment. Post-quantum authentication has not moved nearly as far, and specification work is no longer the only constraint. The IAB is holding a workshop in Prague on 11 and 12 October 2026 to bring deployment experience together with the people working on the relevant protocols and standards.

DigiCert, a global leader in intelligent trust, today released findings from its second annual global survey on post-quantum cryptography (PQC), revealing that organizations are preparing for the quantum era but making little measurable progress toward deployment. Although 87% of organizations report they are planning, testing or implementing PQC initiatives, deployment has increased by just two percentage points since last year's survey. As a result, only 7% of organizations have deployed quantum-safe or hybrid cryptography across most of their digital certificates, underscoring how much work remains to transition from planning to implementation.
